You mean for the main event in November? I think that's what the OLL people call "rebelling" and it is allowed. Here is what they said on the "Rules and Regulations" page:

"If what you’re writing doesn’t qualify as a lengthy work of fiction, we’ve set up a group for NaNo Rebels in the forums."

Doesn't imply that short stories are forbidden in my opinion.

It's good though, a bunch of short stories would be cool to have.

Short stories might be where I am heading this year though.
